1998-2000: Deputy Attorney General, Commonwealth of VirginiaResponsible for legal advice to 5 Cabinet Secretariats including the Departments of Transportation, Environment, Finance, Technology and Commerce; Supervised litigation to reduce air, water and solid waste pollution. Directed two state-wide task forces to reduce youth violence and to reduce illegal alcohol consumption on college campuses in Virginia. Both task forces involved working with law enforcement, educators and private interests to fashion practical and legislative solutions.
1996-1998 Cabinet Secretary of Health and Human Resources
Cabinet Officer the to Governor of Virginia responsible for 16,000 employees, a budget of $4 billion USD., implementation of the first state-wide welfare reform in the U.S. requiring all able-bodied recipients of government benefits to work for those benefits.
1994-1996: Executive Director, Virginia Medicaid Department Responsible for 375 employees and payment of $2 billion USD to 22,000 medical providers for indigent citizens; implementation of managed care technologies.
1993-1994: Special Justice Appointed to try cases by the Henrico County, Virginia, Circuit Court to decide petitions for temporary detention of suicidal, alcoholic and mentally ill citizens.
1983-1994: Attorney and Partner in the law firm of Parker Pollard & Brown, P.C. Practice included estate planning and administration of decedent's estates, Elder Law; supervision of litigation section of attorneys and legal assistants; Total Quality Management in delivery of legal services; As conciliator/mediator, encouraged client litigants to use alternate dispute resolution mechanism.
1979-1983: Partner in the law firm of Newman and Metcalf General practice of law - representing insurance carriers before courts and administrative tribunals such as the Virginia Workers Compensation Commission, Virginia Employment Commission; appeals to the Virginia Court of Appeals and the Supreme Court of Virginia.
1976-1979: Executive Director, Metropolitan Legal Aid SocietyAdvocated for low income clients in state and federal courts; supervised and trained 3 attorneys and 4 staff. Coordinated hundreds of volunteer attorneys through the legal aid society.
